Unfortunately the article you've referenced is inaccurate and misleading. rel="noskim" is simply a method that we have created to allow a Skimlinks publisher to indicate that a link should not be redirected by our service. It has nothing to do with whether Google decides whether it is a paid link or not. We no-follow links that are affiliatized by Skimlinks, adhering to Google Webmaster Guidelines, although it has been stated before that affiliate links don't actually need to be no-followed.
